The Definition of "Permanent Resident" in Thailand?

As the title of this video suggests, we are discussing Permanent Residence in Thailand, sort of the definition thereof. I thought of making this video after reading a recent article from Pattaya Mail, that is pattayamail.com, the article is titled: New Tourist Tax on hold for umpteenth time. Quoting directly: "The proposed tax revenue is bedeviled by collection issues since it does not apply to Thais or foreign Permanent Residents (identified as those who can stay in Thailand indefinitely without a due date in their passport) and holders of Thai Work Permits. 

So yeah Permanent Residents, sort of the definition of, this is well put, I urge those who are watching this video go check out that article, but yeah Thai Permanent Residence is defined as well you are in immigrant status; you are basically a landed immigrant. The person that has that status, they don't have an expiration date. Non-Immigrant visas for example Business Visas, O Visas, O-A Retirement Visas, Education Visas, they all have a defined set of parameters and defined period of time in which one can be in the Kingdom, one has lawful status in the Kingdom. A person that holds Thai Permanent Residence you have lawful status presumptively indefinitely, unless you commit a crime and become subject to deportation or if you spend too much time outside of Thailand without returning and properly maintaining your status, you can lose it that way. But if you just stay in Thailand, no there's no expiration. You are not a non-immigrant you are an immigrant and yeah that has an indefinite expiration, you are just in that status presumably if you stay in Thailand, until you pass away.
