Are Thai Special Tourist Visas Not Available in the USA or UK?

As the title of this video suggests, we are discussing the "Special Thai Tourist" Visa. These have recently been announced amidst this COVID shutdown and we have been discussing some of the criteria associated with it; some of the requirements associated with it; the application process etc. 

A recent article came to my attention actually initially via Thai Visa or at least a similar article in a similar vein, I ended up finding it via the Buriram Times but they are quoting Channel 7. The title of the article is: Special Tourist Visa: Good News for Scandinavians and Aussie/New Zealanders. Quoting directly:  "Channel 7 quoted TAT, that is Tourism Authority of Thailand Chief, Yuthasak Suphasorn as saying that the recently announced Special Tourist Visa would target foreign tourists from countries where there had been no COVID-19 infection for 28 days or where the risk of transmission was deemed low. He mentioned Scandinavia and in particular Sweden, Norway and Finland. He also singled out Australians and New Zealanders as being welcome come the end of the year." 

So first of all, they don't overtly say "no Americans" and for that matter "no UK" or any country for that matter. However this is very telling to me: "Tourists from countries where there had been no COVID-19 infection". That is really what they are kind of striving for, for 28 days where the risk of transmission was deemed low. Now I don't know about the whole "deemed low", whether or not the United States would be classified as such, but I think it is safe to presume at least based on this; now keep in mind this person is from Tourism Authority of Thailand, this isn't Immigration specifically; this isn't Ministry of Foreign Affairs. That stated it is a high ranking official with respect to tourism in Thailand and I think this is somebody whose insight and information should be viewed very seriously. 

So what I would say to those watching this video as of the time of this video is presume that it is very likely that it is probably not going to be possible to see "Special Tourist Visa" issuance in the US or the UK for the relatively near-term foreseeable future.
